This report documents the experiences of deaf students in Scotland and the extent to which they have full access to Higher Education. It is based on the extensive research project from 2002-2003 at Moray House School of Education at the University of Edinburgh. Central to the research, its findings and its full list of recommendations is the understanding that all deaf students have linguistic rights to access. This includes rights for those who use English and those who use British Sign Language, as expressed in recent policy developments.
